REGULATIONS
on the Department of Agricultural Machines of the Educational and Scientific Institute “Mechanotronics and Management Systems” of the Kharkiv Petro Vasylenko National Technical University of Agriculture
- GENERAL PROVISIONS
1.1. The Department of Agricultural Machinery of the Educational and Scientific Institute “Mechanotronics and Management Systems” of the Petro Vasylenko Kharkiv National Technical University of Agriculture is the main educational and scientific structural subdivision, which provides:
– implementation of all types of educational, scientific-methodical, scientific, cultural-educational work, implementation of the results of scientific and technological progress in production;
– training of scientific personnel through postgraduate and doctoral studies;
– advanced training of teachers and specialists in the following areas: Mechanization of agriculture; Processes, machines and equipment of agro-industrial production; Agroengineering; Engineering; Quality, standardization and certification; Machinery and equipment for agricultural production; Forest complex equipment; Energy of agricultural production; Energy and electrical systems in the agro-industrial complex; Processing and storage of agricultural products.
– carrying out other types of activity (vocational, economic, international, etc.) in accordance with the Charter of the University.
1.2. The department “Agricultural Machinery” is created on the basis of the decision of the Academic Council by order of the Rector of the University.
1.3. The Department of Agricultural Machinery is directly subordinated to the Director of the Educational and Scientific Institute “Mechanotronics and Management Systems”.
1.4. In their practical activities, employees of the Department of Agricultural Machinery are guided by the legislation of Ukraine on education and labor, the University Charter, regulatory documents of the quality management system (QMS), educational and professional training programs, plans for teaching, research and educational work, as well as orders of the rector of the university, orders of the vice-rectors, the director of the institute “Mechanotronics and management systems” and the head of the department.
1.5.Validity of this provision – from the moment of its approval to change of organizational structure.
1.6. This provision is reviewed in the prescribed manner after a change in the organizational structure.
- TASKS
The tasks of the department “Agricultural Machinery” are:
– organization of the educational process aimed at training highly qualified specialists for the processing and food industries;
– ensuring the quality of educational services within the processes in which the department is involved, compliance with the requirements of the QMS documents of the university, improvement of processes;
– creation of conditions for all participants of the educational process for high-quality provision of educational services for theoretical training and acquisition of practical skills within the academic disciplines assigned to the department;
– promoting the development of a harmoniously developed personality and the education of students;
– ensuring the safe conduct of lectures and practical classes by students;
– conducting research in priority areas of science and wide implementation of the results in the educational process and production;
– training, retraining and advanced training of scientific and pedagogical staff;
– creation, systematic updating and improvement of educational-methodical, research laboratory base of the department, technical means of teaching, computerization and informatization of the educational process.
- FUNCTIONS
The functions of the department “Agricultural Machinery” include:
– conducting in accordance with the current curricula of all types of educational work (lectures, practical, laboratory classes, individual classes, consultations, internships) in the disciplines assigned to the department:
– Copyright; Modeling of technological processes and systems; Intellectual Property; Patent science and copyright; New agricultural and perspective directions of their development; Methods of designing agricultural machines; Agricultural machinery; Mechanical and technological properties of agricultural materials; Agricultural machines and implements; Processes, basics of construction and design of agricultural machinery; Mechanization of technological processes in agriculture; Means of mechanization in agriculture;
– development and systematic updating of educational and methodical complexes of disciplines assigned to the department taking into account the current state and needs of processing and food industries, achievements of science and prospects of development of the processing industry and based on the requirements of educational and qualification characteristics, educational and professional programs and working curricula. plans;
– organization of independent work of students, introduction of the system of control of the current success of students, modular-rating system of training and assessment of the level of knowledge, analysis of the results of modular control and examination sessions;
– creation and development of scientific schools;
– activity focused on conducting research in relevant areas of science;
– organization of research work of students. Conducting subject Olympiads, competitions of professional skill;
– promotion of scientific knowledge, participation in scientific and practical conferences, meetings, seminars on higher education and scientific work;
– discussion of results of scientific researches, preparation of methodical and normative materials and direct participation in introduction of scientific developments in manufacture and educational process;
– promotion of scientific achievements and publication of scientific journals using the Internet resource;
– training of scientific and pedagogical workers, organization of work of trainees, graduate students and doctoral students, providing assistance to young teachers, generalization of experience of the best pedagogical workers, organization of advanced training of teachers in other higher educational institutions, scientific and design institutions, in production;
– active participation in cultural and educational work with students, providing assistance to student societies;
– conducting career guidance work among the population;
– cooperation with other departments, educational and scientific institutes of the university (including abroad), departments, structural subdivisions, external institutions and organizations. Providing methodological assistance to specialists of agricultural enterprises, teachers of technical schools, colleges, research and teaching staff and scientists of institutes and universities.
- STRUCTURE AND MANAGEMENT
4.1. The department “Agricultural Machinery” includes educational and scientific laboratories (PJSC “Elworthy”, Grain cleaning machines, Tillage machines, Machines for chemical plant protection, Cluster “Agrotechnics”, Mechanical and technological properties of agricultural materials, Harvesting machines); branch research laboratory, workshop, combining boxing, ground canal boxing, and postgraduate boxing, which are located in 16 rooms with equipment for the relevant disciplines: Copyright; Modeling of technological processes and systems; Intellectual Property; Patent science and copyright; New agricultural and perspective directions of their development; Methods of designing agricultural machines; Agricultural machinery; Mechanical and technological properties of agricultural materials; Agricultural machines and implements; Processes, basics of construction and design of agricultural machinery; Mechanization of technological processes in agriculture; Means of mechanization in agriculture.
4.2. The staff of the department “Agricultural Machinery” includes: head of the department, professors, associate professors, teacher, assistant, head of the laboratory, master of industrial training, senior laboratory assistant, laboratory assistant.
4.3. The structure of the department “Agricultural Machinery” is determined by the Statute of the University, the organizational structure of the university, the types and scope of work on all activities, and this Regulation.
4.4. The structure of the department “Agricultural Machinery” and the staff are approved by order of the rector of the university in the prescribed manner.
4.5. The Department of Agricultural Machinery is headed by its head, who is involved in the work on the basis of a fixed-term employment contract (contract), including on a competitive basis.
4.6. The work of the department “Agricultural Machinery” is carried out according to the annual plan, which includes: educational, methodical and scientific work. The work plans of the department “Agricultural Machinery” in a prescribed manner are approved by the Vice-Rector for Research and Teaching after agreement with the Director of the Institute of Mechatronics and Management Systems.
4.7. The work of the teaching staff is carried out according to annual individual plans, which are approved by the vice-rector for scientific and pedagogical work after consideration and approval at a meeting of the department and approval by the head of the department.
4.8. Discussion of issues related to the activities of the department “Agricultural Machinery” is held at meetings of the department at least once a month; working meetings; the meeting of the labor collective.
- RIGHTS
5.1. The rights granted to the department of “Agricultural Machinery” are exercised by the head, as well as employees of the department in accordance with the established job descriptions and division of responsibilities.
5.2. Employees of the department “Agricultural Machinery” have the right to:
– to receive information related to the performance of official duties;
– for labor protection;
– for the use of office equipment, library;
– make suggestions for improving the work of the department;
– make proposals for improving the QMS processes of the university;
– to obtain information on the QMS processes of the university, in which the department is involved.
5.3 The head of the department “Agricultural Machinery” has the following rights:
– to submit for consideration of the rector, vice-rectors and directors of institutes proposals on issues within the competence of the department;
– make proposals for the activities of other departments of the university.
– give subordinates instructions that relate to the work of the department and are mandatory;
– make proposals for the selection and placement of personnel;
– make suggestions for improving the QMS processes of the university;
– receive information about the QMS processes of the university, in which the department is involved;
– participation at all levels, where the issue of the department is solved.
- RESPONSIBILITY
6.1 The head and employees of the department “Agricultural Machinery” are personally responsible for:
– improper performance or non-performance of their job responsibilities provided for in the job description, within the limits set by the current labor legislation of Ukraine;
– low level of educational process carried out by the department;
– poor or incomplete implementation of work plans;
– non-compliance of educational programs, work plans with the requirements of regulatory documents;
– low-quality provision of educational services within the processes in which the department is involved;
– untimely and poor quality presentation of source information and reports;;
– unsatisfactory preservation and use of methodological support;
– non-compliance with the “Code of Ethics of teachers and employees of the university”;
– non-compliance with the requirements of the QMS documents of the university;
– the absence and irrelevance of the documents of the department that are registered;
– failure to maintain healthy and safe working conditions;
– irrational use of various resources;
– non-compliance with the requirements of legislative and regulatory documents on labor protection, safe operation of equipment and devices, technical conditions, methods, etc.;
– non-compliance with the rules of internal labor regulations, safety and labor protection and fire safety.
6.2 The head of the department “Agricultural Machinery” is solely responsible for:
– low level of organization of educational, scientific-methodical and scientific work of the department;
– incomplete implementation of curricula of disciplines in the amount provided by the work programs;
– low quality of training of specialists in the disciplines taught at the department;;
– improper provision of healthy and safe conditions for the educational process at the department;
– not to promote the efficiency of the department;
– lack of accounting documents of the department;
– non-compliance with the nomenclature of affairs of the university;
– poor selection and placement of staff of the department;
– low state of labor discipline of employees of the department;
– unsatisfactory condition of educational and material base;
– unsatisfactory state of accounting of educational and material base;
– non-compliance with the rules of internal regulations of the university;
– causing material damage to the university, determined by the current labor and civil legislation of Ukraine.
