The Conditions of Admission to Higher Education in 2021 define the categories of persons who will have the right to enter a higher education institution based on the results of an interview or the results of entrance exams.
They have such a right:
- persons with disabilities as a result of the war following Article 7 of the Law of Ukraine “On the status of war veterans, guarantees of their social protection”;
- persons who, by the Law of Ukraine “On the Status and Social Protection of Citizens Affected by the Chornobyl Accident”, have been granted the right to be admitted to state higher education institutions without examinations based on the results of an interview;
- persons with disabilities who are unable to attend an educational institution (on the recommendation of health and social protection bodies).
Who has the right to enter according to the results of exams
They have such a right:
- persons recognized as victims of the Revolution of Dignity, participants in hostilities following the Law of Ukraine “On the status of war veterans, guarantees of their social protection”, including those who serve in the military (except conscripts) in the manner prescribed by the relevant regulations military service by citizens of Ukraine;
- persons who, according to the decision of the regulatory commission at the regional center for quality assessment of education, were denied registration for participation in the EIT in 2021 due to the impossibility of creating special (special) conditions (subject to submission to the admission committee of higher education institution of a medical certificate № 086-3 / о “Medical opinion on the creation of special (special) conditions for external independent evaluation”, approved by order of the Ministry of Education and Science and the Ministry of Health, certified by the signature of the Secretary of the Regulatory Commission at the Regional Center for Educational Quality Assessment and the seal of the regional the Center for Educational Quality Assessment, and the relevant extract from the minutes of the meeting of the regulatory commission at the regional center for educational quality assessment);
- persons who in 2021 did not participate in the main and additional sessions of the EIT on a particular subject due to diseases or pathological conditions listed in the List of diseases and pathological conditions that may be an obstacle to the EIT, approved by the Ministry of Education and Science and the Ministry of Health (subject to submission to the admissions committee of the institution of higher education of one of the documents specified in subparagraph 1 of paragraph 2 of this order, or a copy of this document);
- persons whose place of residence is the temporarily occupied territory of certain districts of Donetsk and Luhansk oblasts, the territory of settlements on the line of contact, the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol (who are not registered as internally displaced persons) or relocated after January 1, 2021;
- persons discharged from military service starting from December 1, 2020, inclusive;
- citizens of Ukraine who received a complete general secondary education abroad in the period between September 1, 2020, and November 30, 2021 (only if entering into a contract, entry into the budget for entrants in this category is based on the results of external evaluation).
