The President of Ukraine Volodymyr Zelenskyy signed the Law “On Amendments to Certain Laws of Ukraine on Effective Management of Property of Higher Education Institutions of State and Communal Ownership” № 1557-IX, which was adopted by the Verkhovna Rada on June 17, 2021.
The document is designed to increase the efficiency of management of educational institutions and state property assigned to them, as well as to improve the procedure for granting higher education institutions the status of national and research institutions – the status of national research centers.
Thus, the law stipulates that the property of a state or communal university, in particular that has a national status, which is not used for its intended purpose, may be transferred free of charge to another state or communal institution of higher, professional higher, professional (vocational) education, scientific institution or organization of state ownership.
Also, according to the law, objects and property of state and municipal educational institutions are not subject to privatization or misuse. The only exception may be the rental for the provision of educational services or services to participants in the educational process.
This law will enable the effective management of educational institutions and state property assigned to them, which is the key to the sustainable and proper development of their educational potential.
The law enters into force on the day of its publication.
